The NAR MCI Throw Kit Dispenser System answers it mechanically — a spring-loaded gravity-feed compartment keeps the kit stack under constant upward pressure, so the next kit is always at the opening.

Each of the eight throw kits is a complete bleeding-control packet — a C-A-T tourniquet, wound packing gauze, a 4 in. ETD, a HyFin Vent Compact Chest Seal twin pack, a survival blanket, gloves, and a bleeding-control instruction card.
