What It Is

The CERS – Individual answers a specific procurement challenge for law enforcement and EMS agencies: equipping every member of a team for active shooter response without separate vendor relationships for armor, tourniquets, and medical kits. All three components ship as a single pre-integrated unit, eliminating compatibility guesswork and simplifying requisition for budget-conscious agencies.

The carrier is the TacMed™ Responder Plate Carrier loaded with NIJ-certified Level IIIA soft armor panels, rated against common handgun-caliber threats. The one-size-fits-most architecture lets a single pre-staged system serve multiple shift personnel. The Universal Tourniquet Dispenser mounts on the carrier’s ID patch area — front and back — positioning SOF® Tourniquets for immediate ambidextrous access without consuming MOLLE real estate.

The Critical Event Individual Kit uses TacMed’s Signature Series OIFAK platform, an adjustable internal panel system that organizes trauma supplies with consistent positional memory so responders can locate items under stress. MOLLE straps on the kit allow direct attachment to the plate carrier, keeping trauma supplies on-person and accessible during patient contact in the warm zone.

NFPA 3000™ Context

NFPA 3000™ — Standard for an Active Shooter/Hostile Event Response (ASHER) Program — establishes competency requirements for fire, EMS, and law enforcement responders across threat zones. Individual responder requirements include personal protective equipment rated for the threat environment, a tourniquet for immediate extremity hemorrhage control, and individual trauma supplies for self- and buddy care. The CERS – Individual addresses all three in a single procured unit.

For multi-casualty capability, see the TacMed™ Critical Event Response System – Rescue, which adds a Foxtrot® litter and four-casualty medical kit. Browse the full ballistic protection collection.

Who the CERS Individual Is Built For

  • Law enforcement / EMS personnel building NFPA 3000 Tier 1 compliance: The CERS – Individual provides the minimum required equipment for personal protection and medical treatment in an active shooter / hostile event response — the entry-level NFPA 3000 system in the TacMed CERS lineup.
  • Plainclothes officers and detectives requiring rapid-don armor: Pre-stage a CERS – Individual in a vehicle trunk. When an active threat call comes in, don the carrier and activate the tourniquet dispenser in under 30 seconds.
  • Patrol officers escalating from duty belt kit to full ASHER loadout: Officers already carrying a Patrol Trauma Response Kit on their belt can supplement it with the CERS – Individual for additional armor protection and two immediately accessible tourniquets on the carrier.
  • RTF medical personnel: The CERS – Individual gives RTF medics NIJ IIIA body armor and immediate hemorrhage-control access without the size and weight of a full tactical kit.
  • School resource officers and public venue security: Suitable for security roles where a visible armor system signals deterrence while providing a CoTCCC-graded medical kit for immediate response to extremity hemorrhage.
Compliance note: This system meets and exceeds NFPA 3000™ guidelines. U.S. law prohibits sale of body armor to Connecticut residents, international addresses, or convicted felons. TacMed requires professional ID before shipping body armor. Contact info@tacmedsolutions.com for agency ordering.

CERS Individual vs. Rescue vs. Mass Casualty

CERS – Individual (Tier 1): Plate carrier with NIJ IIIA soft armor + Universal Tourniquet Dispenser (2 SOF-T) + Critical Event Individual Kit. Treats yourself or one other casualty. Entry-level NFPA 3000 compliance.

CERS – Rescue (Tier 2): Everything in the Individual tier, plus a Critical Event Rescue Kit in a low-profile backpack with a Foxtrot® Litter for casualty evacuation. Designed for operators who may need to move casualties in addition to treating them.

CERS – Mass Casualty (Tier 4): Individual + Rescue capabilities plus the TacMed™ Warm Zone ARK — an 8-casualty throw-kit backpack with 14 SOF-T tourniquets, 14 pressure dressings, 14 chest-injury treatments, and 2 Ultralight Poleless Litters. Highest NFPA 3000 tier. See the CERS – Mass Casualty listing.

Frequently Asked Questions

Q: Does the CERS Individual include hard plates or only soft armor?

A: The CERS – Individual includes front and back NIJ-certified Level IIIA soft armor panels in the Responder Plate Carrier. Level IIIA is rated for handgun rounds up to .44 Magnum. Hard plates (Level III/IV for rifle protection) are not included by default but the carrier can accept 10″×12″ shooter's-cut hard plates if upgraded. Contact TacMed for agency customization options.

Q: What is the Universal Tourniquet Dispenser and how does it work on the CERS Individual?

A: The Universal Tourniquet Dispenser occupies the ID patch real estate on the front of the Responder Plate Carrier. Two SOF® Tourniquets are held behind a removable patch panel — each has a dedicated pull strap for independent ambidextrous release. The patch panel sits over the dispenser, preserving the visual appearance of a standard patch while concealing immediately accessible tourniquets.
